Handlebar control pins.

I want to change the handlebars on my Royal Enfield int650 and would like to keep the locating pins on the controls to keep them in position. My problem is where to drill holes in the new 'bar. I know people have made the change and I know at least some have opted to drill the new ones. Is there a fixture i can purchase to accomplish the drilling? Can you tell me the procedure you used?
